I made this last night and followed the reviews to double the seasonings and green onions. It was great on our tacos! Next time, I'll add chopped jalapenos & cilantro. 
Creamy Scallion Dip
Recipe courtesy Paula Deen
4 cups sour cream
2 teaspoons ground cumin
2 teaspoons chili powder
1 lime, juiced
Salt and freshly ground black pepper
6 chopped green onions
In a large mixing bowl, mix ingredients together. Top with scallions and serve with Tortilla Chips.
